The bottom liner is white plastic.
They are collected in a plastic bag and the outside packaging is bubble wrapped.

On Jul-15-19 at 14:10:33 PDT, seller added the following information:7/15/2019 update: Due to high interest on these items, I will put them in two or three separate Ziploc or Hefty plastic bags a...nd roll them up to prevent them from any scratches within that same bubble wrapped outside packaging. There's no bottle cap price guide that I know of that exist and this is a fine example of "caught me by surprise" items that I never knew that they are hard to find.
